Kano State Adopts HOPE Guidelines for Education and Health Work Plans

The Kano State Government has formally adopted the HOPE Guidelines to strengthen planning, budgeting, implementation, monitoring, and reporting in the delivery of Basic Education and Primary Healthcare across the state.

Education Sector Commitment

The Ministry of Education has confirmed that the HOPE framework will guide the preparation and implementation of the Consolidated Annual Work Plan for Basic Education Delivery (BED). According to the Ministry, the guidelines will:

  • Align education priorities with the State Development Plan, Education Sector Strategy, and annual budget processes.
  • Enhance coordination between State and Local Government education authorities.
  • Promote evidence-based decision-making through Key Performance Indicators (KPIs) and performance reporting.

The Ministry expressed its full commitment to domesticate and implement the guidelines in collaboration with the Ministry of Planning and Budget, Local Government Education Authorities, development partners, and other stakeholders.

Health Sector Commitment

Similarly, the Ministry of Health has acknowledged receipt of the circular on the adoption of the guidelines and assured full compliance. The Ministry emphasized that the initiative will:

  • Standardize planning, implementation, monitoring, and evaluation processes.
  • Strengthen coordination and accountability.
  • Improve efficient utilization of resources within the health sector.

Departments, Agencies, and stakeholders under the Ministry of Health will be sensitized to ensure effective implementation.

The adoption of the HOPE Guidelines marks a significant step toward improving service delivery in both education and healthcare sectors in Kano State. The Ministries reaffirm their dedication to working closely with the Ministry of Planning and Budget and other partners to achieve sustainable development goals for the people of Kano.
