The Medium-Term Expenditure Framework (MTEF) provides economic and fiscal analyses which form the basis for the budget planning process. It is primarily aimed at policy and decision-makers in assessing budget performance (both past and current years) and identifying significant factors affecting the implementation of the State budget.
Fiscal Strategy Paper (FSP) and Budget Policy Statement (BPS) are key elements in the Medium-Term Expenditure Framework (MTEF) and annual budget process. Together, they determine the resources available to fund government projects and programmes from a fiscally sustainable perspective.
Kano State Government adopted the preparation of the MTEF for the first time in 2013 as part of the movement toward a comprehensive Public Financial Management process. This is the Thirteenth (13th) rolling iteration of the document and covers the period 2027–2029.
