One of the primary responsibilities of government is to improve the general well-being of its citizens through effective budget formulation and implementation. Achieving this requires meaningful citizen participation to ensure that public resources address the needs and priorities of communities.
In accordance with the Kano State Public Financial Management (PFM) Law, 2020, the Kano Budget Working Group (KBWG), in collaboration with the Ministry of Planning and Budget (MoPB), organised consultative town hall meetings to gather citizens’ inputs into the preparation of Kano State’s 2027 budget.
The specific objectives of the meetings were to:
- Enhance participants’ understanding of the budget process and its importance.
- Encourage active citizen participation in budget monitoring and expenditure tracking.
- Collate citizens’ priorities and recommendations for inclusion in the 2027 budget, in compliance with the Kano State PFM Law, 2020.
The KBWG, an umbrella body of civil society organisations (CSOs) working to strengthen citizen participation in the budget process, worked with the MoPB to brief stakeholders on the ongoing preparations for the 2027 budget. The meetings provided a platform for participants to identify community needs, discuss development priorities, and contribute to budget formulation.
Participants were drawn from the state’s 44 local government areas (LGAs), grouped into five clusters: Rano, Karaye, Gaya, Bichi and Kano Central. Forty (40) participants were selected from the LGAs within each cluster, including traditional leaders, older persons, young people, women and persons with disabilities.
Three representatives of the Ministry of Planning and Budget were also assigned to each cluster to facilitate the discussions, support the collection of citizens’ inputs and ensure the smooth conduct of the meetings.
